Our licensed Florida engineers perform the structural and electrical inspections required by Miami-Dade County for buildings 30 years or older (or 25 years for condominiums within 3 miles of the coastline). Following the Surfside building collapse and Florida Senate Bill 4D (SB-4D), inspection requirements expanded beyond the original 40-year-only rule.

What is building recertification?

In Miami-Dade County, the Building Recertification process, formerly known as 40 Year Recertification, was established to evaluate the general structural and electrical conditions of existing buildings to ensure they are safe for continued occupancy. This process is now required for buildings that are 30 years or older and for all condominiums within 3 miles of the coast line that are 25 years or older. These buildings will be required to repeat the process at every 10 year interval thereafter for the life of the building. 

Buildings that are due for recertification must be inspected by a Professional Engineer or Architect registered in the State of Florida. However, buildings that are 3-stories or taller, which are classified as threshold buildings, must be inspected by a qualified Florida licensed Structural Engineer and Electrical Engineer. If the building has an electrical service of 400 amps or greater, an infrared thermography inspection of the electrical equipment must be performed by a Level II Certified Infrared Thermographer who is qualified to identify thermal anomalies throughout the electrical systems.

Is building recertification the same as the 40-Year Recertification?

A: Yes, Building Recertification is the updated name for what was previously called the 40-Year Recertification in Miami-Dade County. After Florida’s Senate Bill 4D (SB-4D) was passed in response to the 2021 Surfside building collapse, the program was expanded to include some buildings that were less than 40 years old. The terminology was updated to the general term building recertification to reflect that buildings 40 years old are not the only buildings to fall under the program.

A: Depending on the size of the building, the recertification inspections can be scheduled within a week of signing a service agreement. The full process including report preparation usually takes 1 to 2 weeks. However, any required repairs can take several months if permits are required. Starting early is recommended to avoid deadline issues.

A: If deficiencies are found, the engineer will outline the required repairs in the report. Thereafter, if permits are required for the repairs, we can submit a proposal for preparing construction documents for your contractor. Once repairs are completed, a follow-up inspection verifies compliance and the recertification is issued.
